Large file download caps / VoIP & gaming bandwidth allocation could
both be achieved by getting a better router with support for QoS. Then
you could set quotas for each user in the house to make sure its fair,
set certain services like Skype to receive priority, put torrents or
whatever on a backburner..

I agree with your other points though- the 12 month minimum
contract is definitely a problem for most students and people in
temporary accommodation. The made up speeds of most providers is
also quite annoying, because there are plenty of silly people who
believe it.

If there's one thing I want from my ISP, its reliability. As an o2
customer in Canterbury this past year, I watched my connection yo-yo
through a lot of last term, including a 3 day period where it simply
wasn't there. They didn't apologise for inconveniencing me, but simply
said "Yes, sorry, it's down. We're working on it". Understandable for a
2 hour outage, but 3 days is something else.
