Semantic Web is the "soft" science of CS. With hand waving and imagination you can glimpse what a semantic web would be like. It is a beautiful fantasy whose time is not yet arrived (and may never).
The only way (that I see) that you could implement this is to have the entire web on a (huge) database, where you could make many queries to make "connections". Interesting that the guy pushing for this works for Oracle . . .
Don't hold your breath (unless you believe in this stuff ...).
