James,

You hit the nail on the head, "Scant attention is paid to issues that, moving beyond compliance, can lead to cost improvement and process innovation."

I am seeing that the some thought leaders are getting it as you have. Ultimately, sustainability is about the efficient allocation of resources, and that there is a direct ROI benefit to be gained from that efficiency. Once they realize and quantify, they will implement systems, to accurately track, measure and compare.
