If I had to guess why Windows support is last I'd say OpenGL. On Mac and Linux OpenGL is a first class citizen. On Windows its kept locked in the coat closet if it works at all; doubly so on Vista. (At least Vista tries to implement it? An ancient, substandard version of OpenGL that makes DirectX look fantastic in comparison...)
