DSL and Wireline
The driving force behind manpower in the wireline (and DSL) venue is FCC and State Commerce Commissions requirements for repair times. Provisioning is also still going to be a major concern. It too is subject to Fed and State CC regulations.

As long as Wireline exists, and it will for a long time yet, there will be a minimum requirement in manpower just to get the job done within the limits set by Commerce Commissions, Fed and State.

Wireline, at least in my region, has run lean manpower wise for the last 20 years.
