I don't think so.
Camera phones are too underpowered compared to regular digital camera. Morever none phone company really focus on making of their camera phone flagship a true alternative to regular digital camera. Even Sony Ericsson and Nokia which have had some of the best camera phones, have yet to have spent enough efforts on a camera phone to make of it a true alternative to even low end digital camera.
All the Carl Zeiss propaganda of Nokia is a joke and up to the N86, their phones lacked a good enough sensor. However the N86 lacks Xenon Flash and its photo rendering software seems to be underperforming.
