I can't read minds, alas.
I can't quite figure out how I might know their intentions but I can understand why they're worried.

In the past few years, their have been several scares about exploding batteries or phones. Some firms have spent a lot of time and money tracking those accusations back to poor-quality batteries from third parties. I can see why Panasonic would like to simply prevent this in the first place.

On the other hand, competition is a wonderful thing. If they'd license the detection copyright (I think that's the legal mechanism) to a couple of trusted manufactures, we'd get the best of both worlds. Wouldn't be any different than third-party lenses for DSLRs.
