Great as usual.

One wrinkle/addition: the SI isn't always racking up billable hours as a result of late delivery or project slippage. Generally, the extra hours are the result of customer change (or enhancement) requests. There are a lot of root causes of these additions to the project: lack of vendor features (or project scope recommendations), SI's allowing a project to be poorly spec'ed, poor customer planning or political problems. Regardless of the cause, scope creep is always bad for a project and is generally a place where a lot of cost overruns happen.
