Watch Dog? Interesting Metaphor
Choice of metaphor tells you a bit about context, and the hopes of the parties involved.

You bring in a watch dog when you don?t trust the environment or the parties. The watch dog either protects you or helps you catch the culprit. If there is a culprit who is caught, you can exact a penalty.

You bring in a (marriage) counselor / therapist / advisor when all involved parties feel there is something of value to save or improve. The counselor acts in the role of impartial observer, who provides fair feedback and / or guidance regarding the issues that have been stacking up over time to jeopardize the relationship. The counselor may even suggest remedies, or help the parties make changes in behavior so that future situations can be dealt with better.

You bring in a mediator when the parties agree that the relationship is over and that the parties hope that financial arrangements can be done amicably.

You bring in the lawyers?.

Hopefully, companies see the need to bring in a third-party advisor first, before they need the watch dog or worse.
