Misleading title
Agreed, very misleading title. But the meat is accurate in my experience. I've seen projects get funded that deliver nothing more than an infrastructure analysis after a year of work and a few hundred thousand dollars spent on a consultant. Did those teams lie about the value proposal and benefit to the company? I'd have to imagine yes but that's part of the old boy network.

sometimes the business benefits may not keep pace with the spend on a project but can move the company forward. Think about how much it would cost to implement an intranet portal solution that ties together several enterprise apps. The traditional business analysis model can't accurately calculate the benefits because it's not easy to measure user efficiency, satisfaction and 'coolness'.
