There's nothing magical about IT that exempts it from standard business practices. Buying technology just for the sake of technology is a recipe for disaster, particularly in the current economic climate. A business justification needs to be made for every IT project--even those for which ROI is tricky to calculate.
I'm working on a graduate degree in the IT field, and this is being stressed to us students.
