IT Isn't Special
There's nothing magical about IT that exempts it from standard business practices. Buying technology just for the sake of technology is a recipe for disaster, particularly in the current economic climate. A business justification needs to be made for every IT project--even those for which ROI is tricky to calculate.

I'm working on a graduate degree in the IT field, and this is being stressed to us students. Maybe it's because the program falls under the university's College of Business, and is looked at as more of a business/management program than a technology program.
