Unfortunately, this is the general position of major business entities that are outsourcing IT to the sub-continent. No value is given to the knowledge of the applications and, therefore, there is no attempt to keep those persons. Therefore, each project is a complete cycle of "What does it do?" (billable hours), "What do you want?" (more billable hours), "How the heck do we do it?" (even more hours), "Is this what you wanted?" (more), and "OK, we can fix it." (MORE)
