Wow, the title to this article is very misleading. Some IT projects do have inherent value and if the project pushers and the project benefit receivers both agree on an IT project it will have some value.
If you are moving towards a less paper office and you need to develop a good data base storage for documents, then this type of project does have a benefit.
If you think it would be cool to move from a working Microsoft environment to a linux one just for the coolness factor, hmmm may be not a good project.
