Easier Approach - 3 Reasons
I think ISACA has made this more difficult than necessary. This overcomplication is reflected in some of the replies to the post. I tell folks there are 3 reasons to kill projects:
1. The decision to approve the project was flawed
2. Business Needs have changed
3. The project will not be delivered as promised

1. Organizations have decision-making processes to approve projects. What if, after a project is approved, insight is gained that indicates the decision-making process was flawed? If the decision-making process was flawed, there is a good chance the resulting decision was wrong. If so, kill the project.

2. All of us are working in fast-paced, dynamic, ever-changing environments. We may find the decision to approve the project was a good one, but in the time it is taking us to complete the effort business need have changed. If we can???t make the appropriate adjustments to the project to ensure is aligns with our new requirements, kill the project.

3. And finally, the reason most dreaded by IT. It was a good decision to approve the project. The business still needs the project. But as the project progresses, IT finds the approach and plan they have put in place is not going to deliver the intended result or the required value. As much as we hate to admit it, we need to kill the project.
