But for a project to be cancelled in progress, it must have been approved and it must not be complete.

I think you're discussing reasons why projects should not be approved and how they fail when mistakenly approved and completed.
(I agree with you that a product considered a nostrum for discontents can be assumed able to find its own way to make improvements. But the time for evaluation is before the project begins, no?!)

Once the project has begun, is there a way to discover that the product is unable to fulfill its intended use before the product can be tested?

That's the apparent meaning of the cancellation category about which I posted.
