Couldn't happen to two nicer parties ...
As far as IBM is concerned, it's business as usual; the customer is to be told what they are going to get and how much they are going to pay for it, and they better learn to like it. That's the IBM way.

For the state, to be an IT director has nothing to do with credentials or experience, just connections. A little IT knowledge is a dangerous thing they say, so it's better to have none at all.

Considering the amount of money that IBM puts into Perry's hands (directly and indirectly) there must be some serious catastrophes peeking out from the covers to force Perry to publicly say anything bad about IBM. There's some new Democratic faces in the Texas halls of power, and they may be prying into things that Perry would like left undisturbed, so he's trying to get out in front of the mob and lead them down a few blind alleys.
