CICS and Web 2.0
This is a great topic that could be expanded upon. For example if you compared a Customer Information Control System (CICS) project with a Web 2.0 project. Are the dynamics all that different? Are CICS project failure rates similar to Web project failure rates?

The "dubious business purpose" line is particualarly interesting. For example, was the web project taken on because new management was familiar with a similar application at their old place of business and was more comfortable with changing things than changing themselves? Is the purpose of the IT project really to invoke other changes in the organization - such as a re-organization or consolidation of operations into one building or mobility? Or does dubious business purpose mean an IT organization style bribe? Ala the Siemens and SAP business model. In the latter case the failure is not an IT one but an ethical one. How many of the IT project failures are really ethical failures?

If you look at IT projects like a base ball game. Are some projects sacrificed for getting a run in? In other words are some of these failures calulated for some other management purpose - like invoking a systematic change in the way of doing business.
