Expecting Program Managers to Walk on Water?
I agree with Jon Collins in that a REALLY good prgram manager can be all the difference between "mission accomplished" from the community's point of view and homicidal frustration, regardless of time or money.

However, that PM must REALLY understand the following:
* the business problem being solved
* what will work on the ground
* what is technically and project-wise feasible
* and what are the ramifications and implications (IT-wise and community-wise)

But the PM is just a mere mortal who serves the program and not the initiator or mission creator.
