Most tangible element
Projects, especially challenging ones, tend to focus on their most tangible and short-term measurable aspects. Budgets and schedules are tangible. Whether a server is in place or not is tangible. Whether an application is accessible to the users or not is tangible.

Business value is hard to measure and is long-term. Usability is subjective and therefore somewhat intangible. Culture is intangible.

So "business transformation" projects become IT projects because IT has the most tangible pieces.
