Fire them all

Micahel - the issue is that government is often filled with some very well qualified,
and motivated individuals who are then squashed and "put in their place" by the
ruling bureaucrats. The Governor has little or no power to actually effect change.
The Department of Defense is working on this very issue by establishing a new
system called the NSPS (National Secuirty Personnel System) which makes it
possible to fire incompetents or at least reduce their pay and their power.

Until bureaucrats are under control, this type of "unacceptable" incident will
continue to happen like a continuous loop.
