Call me cynical...
What percentage of similarly-sized projects have actually succeeded, in terms of delivering on time and within budget?

Contractors bid low to win a project. The customer, overjoyed that they can get what they want for such a bargain, happily go along with the contractor's assurances, secure in the knowledge that they can sue if things go bad. Meanwhile the contractor knows that a project of any size that is driven by the "big bang" style of requirements document is ripe for "cost recovery", in terms of change requests as the initial requirements are found to be inadequate (for all the reasons that "shall" statements are a bad way to specify a system). The years roll by, the guard changes in the leadership teams of both contractor and customer, and denial is once again proven not to be just a river in Egypt.

It's a wonder any system actually gets put into service.
