Do we really want more nanny-state activities??
There is something fundamentally wrong with this phrase in your post:

"...will help government agencies and businesses identify behavior that can be adjusted"

I don't WANT government "identifying" any of my behaviors in attempts to "adjust" them. That is NOT the role of the imperial federal government!
