Well duh

activity to the Carbon Disclosure Project believe they are at risk from
climate change and water shortages."

Of course, this is where all the money is (credits and new taxes).

A utility would be negligent not analysing climate change impact: not
because of any actual climate risk to their businesses, just policy and
consumer perception.
