Please read...(Broadband over Power Lines- BPL)
Take a look at the following. While net communication over power lines might be useful in high density areas (like a large Apt. Building in a major city) it is not without problems. You will essentially turn a lot of the power conductors in the building to antennas raidiating RF signals... the other devices on the power lines (transformers, switches, inductance loads) will affect data rates. And is there an upper limit to the data speeds possible? What do you do in several years when you want a higher speed? Pull fiber anyway?
