It was a government run entity. Of course it was overrunning costs.
That's what government entities do.

Nuclear waste is way less toxic than your current nemesis: coal ash
heaps. It's just that people have been successfully indoctrinated to think
that nuclear radiation is the most toxic and lethal stuff on the planet
next to Republicans.
