Interesting thing about diatoms. They live in water. The article you linked to neglected to mention whether or not the diatoms in question live in ocean or fresh water.

Ideally, you'd want sea water since it's easy to pipe that hundreds of miles and is pretty much otherwise useless. Heck, you can even make it if you have to. Fresh water diatoms on the other hand would cut into drinking water supplies.
