this cap on minimum mileage should have been done a long time ago.
With typical administrations saying that the money the US spends on foreign fuel from hostile nations puts more American lives at risk. Its just common sense to create a minimum cap on the mileage per gallon vehicles should achieve.
I was shocked to see that America has vehicles that do 4miles to the gallon. This is the biggest waste i've ever seen! Haven't you ever heard about 25miles to the gallon? or 35miles to the gallon? and it doesn't have to be a prius.
