Cap and Trade = Bad idea
Why? Because the people who are most likely to be driving 'carbon-polluting' vehicles are the poor and middle class.

If they TRULY wanted to do something about the amount of carbon dioxide and other carbon byproducts from cars (it's really not doing jack to our environment), they would force the automotive companies to IMMEDIATELY find ways that older cars can get better gas mileage, implement those when cars come in to have things done that involve swapping out those parts anyway, and keep the prices of those things down LOW, comparable to the price of the older part.

Also, start making the automotive companies have a baseline of 50 miles to the gallon for cars and light-trucks, and 35 mpg for SUV's and larger trucks.
This is VERY feasible to do and would NOT involve giving up any safety because of weight concerns to get to those MPG's.
