Imhoff said customers who moved their thermostat toward green-friendliness, setting their dials to respond to prices calibrated every five minutes, saw an average reduction of 10 percent in their monthly bills. The system's peak load dropped by about 15 percent.

What this means is that the average rate will be raised by a minimum of 10 percent so the utility doesn't lose any revenue. The consumer (aka taxpayer) also gets to pay for all the additional hardware/software.

There is some environmental benefit since the utility/energy supplier may not have to produce as much energy, but the saving will not be passed to the consumer. It simply doesn't make sense for a business to help its customers save money.

I also have to wonder what will happen when millions of dish washers, clothes washer/dryers all start up at the same off-peak time. Will that be enough to cause the peak to shift back to where it is now?
