There is plenty of water
it is simply not clean, fresh water. The Pacific Ocean is very near. There is, however, a process to desalinate the water, proven over the years, called reverse osmosis. It is very reliable, and once the startup costs are taken care of, relatively inexpensive.

As to the energy needed, we have lots of sun to provide energy for electricity production, and the solar energy could also be used as part of a desalination by evaporation.

All it takes is will, which much of the country seems to have lost. Perhaps the problem will generate some concern and a public will could arise.

Perhaps the side benefit will be fewer people coming to the state - I hear that Florida has plenty of water.
