My beef....
With the "tougher" emissions laws is that they only address one of the many avenues to both energy efficiency and lowered emissions. To make the changes that this nation needs to make to be a better world citizen we need to modify behaviors on many fronts and use many possible tools.
Along with much higher gas taxes (staged over time) that would drive consumer behavior towards the common good. We need to explore other facets of behavior modification. Over the last two years I've documented that I can improve my cars efficiency to 15 to 20% better than the EPA's *HIGHWAY* mileage rating for my car. How - by actually obeying and *gasp* sometimes driving below the speed limits.
To change reckless behaviors I believe the nation needs many photo radar speed traps as employed in many other nations.
I get agitated when people go on about needless deaths in Iraq - needless they may be, but more of our nation's youth dies on our highways every year. Speed is not the only reason, but it does pay a part. Better behaviors IMHO need to be enforced with more certainty. And frankly, its just the *right* thing to do.
