Theoretically wonderful - but. Unleashing an unnatural bloom of living things in the open ocean will cause interactions with the rest of the ecosystem. It will consume food in that area and become food for others and also change the aquatic oxygen levels in that area. Where will the domino effect stop? If this bloom gets out of control and changes too many things you've traded one eco problem for another.

They need to find a big lake,dam it to keep the bloom contained so they can kill it off if it gets out of control and proceed with what is actually a good idea.
