We need a number of things.
We need laws,not over reaching laws but something to give an incentive to move in the right direction and a penalty for not doing it.

We should probably make it mandatory that all hardware retails that sell more than X amount of devices/year should offer customers an easy to use means for recycling their products.

Companies that recycle need to be held accountable for any pollution they create. Furthermore they should have standards for how they do business, and inspections to verify that they are doing it correctly.

There will be a cost to enforcing this, and electronics companies should be the ones to pick up the tab. Mostly through taxes, but also through penalty fees.
