The language is Spanish.

Puerto Rico is definitely out of the question, because they
are seriously corrupt over there.

Being that it's in South America, that petroleum is coming
from Venezuela.

Makes you wonder why we are paying so much for it?

Clue;

Crooked & corrupt business/government over here in
America.
