Venture Capitalists
A good chunk of the new energy science comes out of our universities and national labs. It's pretty common to see a team of professors and grad students come up with something hot and spin it off into company funded by venture capitalists.

Federal grants cover the research not the commercialization. This is a good thing. The market decides which new technologies have value to consumers through the risks taken by venture capital firms.
