I am not going to say that I trust the spy infrastructure of our country, but their basic argument makes sense. If global warming is real and it's consequences are as serious as some say (which I doubt) it will case major instability across the globe. To actually fight global warming we are going to have to reduce carbon emissions across the globe...which will cause increased global instability. Either way I would want to keep an eye on the regions of the world which breed terrorists.
