how about
Instead of drilling oil from offshore, in the Artic, ....

How about putting solar cells in Arizona, S California, New Mexico, Texas, ...
It would take just 1% of the USA landmass to produce all electic energy needs of this country.

For night time energy needs,
how about creating a reservoir and a dam (at an elevated level than the reservoir). During day time pump the water from the reservoir to the dam. At night release the water from the dam to reservoir generating electricity.
How about using solar power for pumping water.

Apart from this there's wind power and lot of other green energy.

If fuel cell (requiring hydrogen) is the future, why drill in the Artic especially when it wont even produce a barrel of oil for atleast a decade.
