Conspiracy theories?

If you're the sort that likes conspiracy theories... here's a couple:

1) Big Oil has it's eyes on drilling in the Gulf and so this is a way to butter up the State for that push.

2) A respected university with a failed solar power plan (too costly, not reliable, whatever) is worth far more than preventing the project entirely.

I don't buy either, though.
