Typical of California and any attempt to build any power plant.
1. Study environmental impacts.
2. After several years of studies, determine that environmental impact will be negligible.
3. Draw up plans to copy successful implementation of designs from elsewhere in the world.
4. Do new environmental impact studies because the designs to be used weren't the ones that were studied in environmental impact study #1.
5. After 2-3 years of new studies, begin construction.
6. After expenditure of huge amount of money, stop construction to fight the court case bought by (insert radical environmental group here) to protect the (insert random creature here) for a period of not less than two years.
7. After spending millions more proving that the endangered (insert creature from court case in #6 here) won't actually be harmed, resume construction.
8. Cease construction now that costs are 700% greater than expected, and money has run out.
9. Buy power from out of state.
