Researcher: forgot those solar panels, get back into the lab

Borenstein's report is focused on financials only, out-of-context: Prof. Borenstein does make sense in strictly financial terms.
Yet, he forgets that the oil and gas industries still are getting
huge incentives, i.e. every tax-payer is subsidizing them!
We could become ahead in R&D, but, we are so behind in applications
to the Germans and Japanese already in solar technologies and
