One key proposed change in this bill: more fuel-efficient cars and light trucks in America by 2020.

Sort of like reforming Social Security -- always set the objective far enough out that it has no real effect.

Face it: gasoline is like Social Security: it's untouchable. Messing with American cheap gas is political suicide.

I can remember when "dollar-a-gallon gasoline" was the Bogey Man: used as a horrible threat. If Congress had been able to actually tax gasoline (or oil imports) by even 30% back then, we wouldn't have $3.00/gallon gas now -- including the tax surcharge.

No, despite the disastrous environmental, economic, and political damage that the USA's addiction to gasoline causes there's no prospect in sight of effective measures to limit consumption (which, IMHO, means taxing it enough to reduce demand.)
