to pollute and there are no real penalties, the United States will continue it's course as the world leader of pollution. Wow! Something I really want my country to be the leader of, global warming! The reduction in green house gases will need to be pushed from within as well.
I know that the Govenator went against GWB and is in fact pushing California towards Kyoto accord compliance. At least the state I live in is moving forward. Ironically it seems that of late California has been the early adopter and the catalyst for the rest of the nation. Look at vehicle emissions standards. Those are a California thing as well.
