How about the phrasing "companies should be careful to specify their services simply and honestly and will face penalties for failing to do so or failing to deliver the same".
Note: consumer distrust of corporations is partly fuelling piracy (a long way behind greed, mind you).

Too feeble. How about working out what is required by consumers and making that the standard. I won't be voting for M$'$ idea of quality.

I wouldn't give them long to opt in. Indeed a structure where it was in their interest to opt in would be better. I'd give all players option like taking the line when a customer wanted a service not provided by his incumbent (as in the UK where Sky TV can take my ADSL line if I am not happy with the BT service). My idea of competition is open warfare between suppliers for my business.

HOWEVER, as I've said in other posts, I think picking off bits of the overall problem of digital transformation is a slow and inefficient process: better to try and solve all the problems with an agreed business model.
