I like the idea, but hang on. I thought we weren't allowed to solve healthcare problems anymore without government intervention. It's actually refreshing to hear someone propose a healthcare fix that doesn't require ten tons of bureaucracy to manage, and actually reduces the amount of paperwork. One tweak though. The bills during the year probably should be email/text alert based to help the cost savings. If you mail out notifications every time a customer accrued a charge, it'd defeat some of the purpose of your fix. I didn't see you specify how they would be notified, so maybe that's what you meant.
