Clarify "Adoption" please
Your argument that adoption may delay delivery of stimulus funds seems logical.

Mr. Doyle's answer seems to suggest that he may be not be talking about the same thing you are.

How can procurement, implementation, testing and bring of a system online, and verification usage data all happen simultaneously with Adoption and certification and payment of stimulus funds?

A lot of time, resources and money is spent long before a Hospital or Health provider can say that they have are using a new system and have the data to prove it's value.

It takes time to get internal approval and outline the framework for these kinds of information systems projects. There is analysis, design and planning, deciding on a s/w and h/w solutions and vendors, then there is implementation of it all. Not to mention bringing in auditors to verify the implementation, procedures, usage, etc.

How far along in a project will a hospital, or health provider need to be for them to say they have "adopted" some certified system or process?

So again, please could you clarify what Mr. Doyle understood by "adoption" in your article?
