Nothing will be used to help the consumer. It is used against the consumer to maximize profits. Wait till some genome company gets to broker your data. This is the future goldmine. It is more profitable to collect premiums and then bump them off thru neglect. I don't think the gov't will do any better. The answer is to take very good of yourself.
