McCain was defeated, not his health care plan
While it's become commonplace for pundits to treat electoral defeat as the equivalent of personal repudiation and the rejection of everything the candidate stands for, that is not and never has been the case. If it were, George McGovern would have been expected to resign his US Senate seat and retire from politics after the 1972 presidential election (instead, he served another 8 years). The fact that conditions in the country made Mr. McCain's chances only slightly better than Stephen Douglas' were in 1860 should count in his favor.

Sen. McCain did indeed lose the presidential election, but he remains a US. Senator, and we should expect him to participate constructively in the formation of public policy. I see the fact that the Republicans put forward a plan at all as a good sign. It would have been easier to just try to shoot down whatever the Administration proposed without committing themselves to anything specific. After all, that is what they did in 1993 and it probably contributed to their victory in the 1994 Congressional election.
