Could make for some tragic problems
If, for example, the unique ID defaults to the SSN, and someone steals my ID to get a job or some other low level activity, then I suppose their health records and my health records would get mixed up together.

So if the thief has a heart condition, I might get charged more for life insurance, or worse, I might be prescribed a medication I don't need.

How then do you separate the "real" records from the "fake" records?
