Social networking technology will let the province automatically identify experts, and give all workers a secure area in which to ask questions and get answers.

What that means in context is that anyone with access has access to everyone's health history. Otherwise, if discussions of Ms. Garden's STD are locked up "the province" won't "automatically know" who's the go-to authority on STDs.

That's not necessarily a Bad Thing, but it's a necessary design feature of the systems being proposed. What gets me griped is the dishonesty of denying that little detail when presenting it to the public.
