I noticed the words "initial system is strictly opt-in"... meaning, at some later date, it can become mandatory.

Early adopters won't be in groups targeted for pros/persecution for not complying.

At very least, it will be the "you can't get any health care if you're not in the system, it's for your own good..." Which sounds like the little sister to "cannot buy, sell, or trade without the (a) number..."

They can do it without any bloodshed... just out wait all of the old folks who think that privacy trumps making things easier for the government. We'll all die eventually. Patience.
